A federal District Court in Maryland has held that "modest restrictions" imposed by the Federal Trade Commission upon professional telemarketers who solicit contributions for charity are not unconstitutional. The Court has rejected claims that rules passed pursuant to the Patriot Act exceed the FTC's statutory authority and violate the First and Fifth Amendments to the Constitution.
