The Arkansas Supreme Court has ruled that the William J. Clinton Presidential Foundation is a “legitimate business enterprise” eligible for a tax break under the state’s tax incentive program to draw business to the state. It has affirmed a trial court decision which overruled a denial by the state’s Department of Economic Development.
