Where the governing instruments of a scholastic sports association do not specifically provide the authority to classify athletic competition based on the size of the school, does the association have the power to do so?
Or, to put the question another way, does a nonprofit organization have full powers to conduct its activities in any way not specifically prohibited by its governing instruments, or is it limited only to those activities specifically permitted?
