who may cooperate after criminal case resolved

The victim of alleged abuse by a foster parent has been denied the right to intervene in an action by an insurance carrier seeking a declaratory judgment that it has no duty to defend the parent because of lack of cooperation.  The Court has nevertheless, on its own motion, stayed the declaratory judgment action until resolution of criminal claims against the parent.  The parent may be more willing to cooperate after conclusion of that case, the Court has reasoned.
