Independent Sector’s Supplemental Report Proposes
National Charitable Solicitation Registration Program

Report generally opposes additional federal regulation
being considered by Congressional committees and the IRS

The Independent Sector’s Panel on the Nonprofit Sector has recommended a new national electronic filing system for charitable solicitation registration in a Supplemental Report to Congress and the nonprofit sector.

The recommendation to establish the program in the Federal Trade Commission is the most ambitious proposal in a 40-page booklet supplementing recommendations it made last summer (See Nonprofit Issues®, July 1-15, 2005) in response to interest in the sector from the Senate Finance Committee (See Ready Reference Page: “Senate Committee’s White Paper Proposes Vast Expansion of Federal Power Over Charities.”) and the Joint Committee on Taxation (See Nonprofit Issues®, February 1-15, 2005). Altogether, the Report covers nine specific topics, generally including recommendations for Congress, the Internal Revenue System, and the charitable sector.
