ASPCA not a “victim” of animal abuse and can’t collect for work

When a woman entered a conditional plea of guilty to two counts of cruelty to animals in a Kentucky county court, the court ordered her to make restitution of $338,810.63 to the American Society to Prevent Cruelty to Animals for the costs of its work in helping clean up the situation. Local authorities had found approximately 118 dogs on the woman’s property, living in inhumane conditions without adequate food, water, shelter or medical care. The restitution was based on the ASPCA’s accounting of its costs, including $51,000 in air fare, $21,000 in car rentals, $67,000 in hotel costs, and $50,000 for veterinary fees.
