Can a nonprofit school give to another nonprofit organization?

Is it illegal for one nonprofit organization (school) to give to another nonprofit organization (another school) for a fundraiser?

No. A nonprofit school, which is presumably a charity, can make a grant to another nonprofit school, which is also presumably a charity. If it is a substantial grant and your school is not generally in the grant-making business, you should be sure that it is to be used to promote your own charitable purpose, but an incidental contribution should be no problem.
