Public charities may spend up to $1 million on lobbying activity if it does not exceed the percentage limits established by the law

There is almost no downside to electing treatment under Section 501(h) if it is available to you. With reasonable planning and careful accounting, you should be able to live comfortably within the limits and never have to worry about whether you are going to lose your tax-exempt status because of your lobbying activity.
